What it is for
The TIE identifies the foreign national and proves their legal status in Spain (RD 1155/2024, art. 209.2). It must be applied for, in person and within one month, by anyone holding a visa or an authorisation for more than six months (art. 209.1). For arraigo (residence through ties to Spain) with the EX-10, the month runs from notification of the grant (art. 130.6); for an initial employee work permit, from registration with Social Security (art. 73.3). No decision yet? Check the status of your file.
| Box | When to tick it |
|---|---|
| Tarjeta inicial (initial card) | Your first card, after the visa or authorisation (art. 209.1) |
| Renovación de tarjeta (card renewal) | After the authorisation has been renewed (art. 209.10). For long-term residence, the first renewal after five years; then every five years until the age of 30 and every ten years from then on (arts. 178.1 and 185.1) |
| Duplicado (duplicate) | Loss, theft, damage or a change of details |
A duplicate is not a renewal: it is valid for the time the replaced card had left (art. 209.9).
Careful: the EX-17 does not renew the authorisation. The authorisation is renewed first with its own form (for non-lucrative residence, the EX-01), and the EX-17 then applies for the card in the month after the resolución favorable (approval). For long-term residence only the card is renewed, in the two months before it expires (arts. 178.2 and 185.2).
The form, box by box
Before you start
The form asks for block capitals in black ink, or typing into the editable PDF; you take two copies to the appointment, original and copy.
Where it gets stuckLower-case letters, a different ink colour or a single copy.
Section 1 · Details of the foreign national
The holder's identity exactly as it appears in their passport: number, NIE if they already have one, surnames, first name, sex, date and place of birth (dd/mm/yyyy), nationality, marital status, father's and mother's names, address in Spain, mobile and email.
Where it gets stuckTicking «X» for sex when it is not legally recognised in the country of origin (note 1).
Section 1 · «Representante legal, en su caso» (legal representative, if applicable)
Last line of section 1, only for minors or people under guardianship; the title, as note (4) says: «Padre/Madre del menor, Tutor» (father/mother of the minor, guardian). For the TIE of a resident's child, the minor attends with the parent (arts. 159.5 and 160.6).
Where it gets stuckEntering the gestor (administrative agent) or the law firm (who goes in each box).
Section 2 · Representante a efectos de presentación (representative for submission)
Only if it is someone else (note 5); even so, the EX-17 is submitted in person (art. 209.1).
Where it gets stuckExpecting the gestor to hand it in without the holder.
Section 3 · Domicilio a efectos de notificaciones (address for notifications) and the DEHú box
Notifications go to the person in this section; if it is left blank, to the applicant. To open a notification you need a digital certificate linked to their DNI or NIE. If you are not required to receive notifications electronically, they only reach you through the DEHú (the government's electronic notification inbox) if you tick «CONSIENTO» (I consent) (note 6).
Where it gets stuckTicking «CONSIENTO» without a certificate or Cl@ve (the government login system): a notification nobody opens is deemed rejected after ten calendar days (Ley 39/2015, art. 43.2; who receives it and the 10 days).
Section 4 · Tipo de documento (type of document)
A single box in section 4.1: initial, renewal or duplicate (note 7).
Where it gets stuckTicking «Renovación» to replace a lost card: that is a duplicate (art. 209.9).
Page 2 · Place, date, signature and footer
The holder signs, or their father, mother or guardian if they are a minor, next to the town and the date. The footer «Dirigida a… Código DIR3… Provincia» (addressed to… code… province) comes with no instructions; the DIR3 codes of public offices are in the official directory.
Where it gets stuckLetting the gestor sign: the form asks for the «firma del solicitante (o representante legal, en su caso)» (signature of the applicant, or of the legal representative if applicable).
The fingerprint appointment: how to book it and what to bring
You book the appointment in «Cita previa de extranjería» (immigration appointments), on the Sede Electrónica (online office) of the Public Administrations: choose the province, the office and the procedure «POLICÍA-TOMA DE HUELLAS (EXPEDICIÓN DE TARJETA) INICIAL, RENOVACIÓN, DUPLICADO Y LEY 14/2013» (fingerprinting to issue the card), which has that name in Madrid, Barcelona, Valencia, Sevilla, Málaga and Zaragoza (14/10/2026). Then go to the office you chose.
- The signed EX-17, as an original and a copy.
- The proof of payment of the tasa 790-012.
- For the long-term residence card, the Police also ask for a valid passport (or travel document or cédula de inscripción, an identity document for people without a passport) and a recent photo, in colour, with a white background, «tamaño carné» (Spanish ID photo size).
This is the list on the Police's Sede Electrónica for each card: check it for your own case before you go (links in the official sources below). When renewing the long-term card, the photo follows the DNI rules: 32 × 26 mm, plain white background, facing forward, head uncovered and no dark glasses (RD 1155/2024, arts. 178.4 and 185.4; RD 255/2025, art. 6.2.d).
The tasa 790-012 for the TIE
The TIE is paid with the Policía Nacional's 790-012 fee: you generate it on the Police's Sede Electrónica and pay it at banks, savings banks or credit cooperatives, without needing an account there. More on the tasa 790-012 page.
| What the TIE documents | Amount |
|---|---|
| First grant of temporary residence, of stay or of cross-border worker status | €16.08 |
| Renewal of temporary residence or extension of stay | €19.30 |
| Long-term residence or long-term EU residence | €21.87 |
| Temporary residence for family members of Spanish nationals | €12.00 |
Items 4.2, 4.3, 4.5 and 4.1 of Orden PJC/617/2025; the same amounts appear on the Police's Sede Electrónica (14/10/2026). There is no item for the duplicate; the autorización de regreso (return authorisation) costs €10.72.
Collecting the card
In the provinces checked, collection has its own appointment: «POLICIA - RECOGIDA DE TARJETA DE IDENTIDAD DE EXTRANJERO (TIE)». The card is handed over at the police station that processed the file or served the notification, to the person who proves they are the holder and have paid the fee (art. 209.11). The old card is handed back at the police station when the authorisation is renewed or when it expires (art. 209.8).
For law firms: the EX-17 in Aproba
- Section 1, from the validated documents. Aproba fills in the current official EX-17 from the client's record, which the AI completes by reading their passport or TIE: passport and NIE, name, birth, nationality, marital status, parents, address, phone and email.
- Box 4.1, according to the file. In a TIE renewal it comes ticked «Renovación de tarjeta»; in any file you can choose initial card, renewal or duplicate in the drop-down on the EX-17 line.
- Blank and editable, on purpose: «Representante legal, en su caso», the «Domicilio a efectos de notificaciones» with its DEHú box, the place and date line and the footer «Dirigida a… Código DIR3… Provincia». You decide them.
- Everything from the same file: a TIE renewal produces the EX-17 and the EX-13, and the tasa 790-012 is generated on the Police's Sede Electrónica with the client's details; you choose the amount line and type in the captcha.
