What the 052 is charged for and who pays it

It is the fee «Tramitación de autorizaciones de residencia y otra documentación a ciudadanos extranjeros» (processing of residence authorisations and other documents for foreign nationals), managed by the Delegaciones and Subdelegaciones del Gobierno (central government offices in each region and province). It covers sections 1 (stays) and 2 (residence) of the annex to Orden PJC/617/2025; the work permit in section 3 carries the 062, and the cards and documents in sections 4 and 5, the 012.

It is paid by the foreign national who benefits from the authorisation (art. 3.1 of the order); the arraigo information sheet puts it this way: «a abonar por la persona extranjera» (to be paid by the foreign national). Public child protection bodies are exempt for the authorisations they apply for on behalf of minors (art. 3.4).

• [790-012](/en/fees/tasa-790-012), the Police fee: TIE, NIE and certificates. The 052 Sede warns that the TIE («toma de huellas», fingerprinting) is not paid with the 052, because the managing body does not accept it.

Amounts from the annex to the order, published in the BOE on 16/06/2025: on 14/10/2026 the official form charged exactly these. The order provides for raising them at the start of each financial year with the Budget Act (art. 1.2).

Which heading each procedure takes

Once the authorisation is granted, the card is applied for with the EX-17 and paid with the 790-012, never with this one.

The Sede form, box by box

Paying it: at the bank or online

At the bank. The copies of the modelo 790 are taken to a collaborating financial institution, also for direct debit; without its machine stamp or authorised signature, the document is not valid (Sede instructions). The bank returns a copy with the NRC (full reference number), the proof of payment, which is sent to the processing office within fifteen days (art. 2.2 of the order).

Online. «Pagar y enviar la liquidación de la tasa a través de Internet» (pay and send the fee online) requires an electronic DNI, another digital certificate or Cl@ve. «Realizar Pago» (make payment) takes you to the gateway of the AEAT (Tax Agency), and afterwards you must click «Firmar y Enviar» (sign and send), the electronic registration of the fee: without it, the process is not complete. Deadline. Ten working days from when the application is submitted; for part-time or discontinuous domestic work, from registration with Social Security (art. 2.5 of the order; RD 1155/2024, DA 12.ª). If you submit electronically, as in Mercurio, you pay at that same moment (art. 2.3). The office checks the payment de oficio (on its own initiative).

Five mistakes with the 052

• Paying for the card with the 052. The TIE goes with the 790-012, and the Sede reminds you of this when you choose a province.
• Confusing the arraigo with its extension. The authorisation is 2.3.1, at €38.28; extending it, 2.4, at €16.40.
• Forgetting the 062 for residence and work as an employee. The work part is paid by the employer; on renewal, heading 3.2.2 (information sheet 13).
• Paying a 052 for the family member of a Spanish citizen. That procedure is free (information sheet 18); their TIE does carry the 790-012, at €12.
• Treating an incomplete payment as paid. Without the bank's validation the PDF is no use; online, the registration is missing if you do not click «Firmar y Enviar».

For law firms: the 790-052 in Aproba

• From the case file to the official form. Aproba opens the Sede form for the province of the client's address, which can be changed, and fills in their NIE, name, nationality, telephone and address, already split into street type, number, floor and door.
• Live headings: the list and the amounts are read from the Sede when the form opens, and none comes ticked. With the regularisation regulation, only 2.1.5, 2.3.1 and 2.4, just as on the Sede; for 1.2.1, it asks for the dates and adds up the days.
• The form, untouched. The gestor types the security code and receives the PDF exactly as the Sede issues it, with its electronic seal. Aproba shows the receipt number, files the form in the case file (one per member in family cases) and the client downloads it from their tracking page. The editable copy is requested separately, with a warning that it loses the seal.
• Only the fee that applies: arraigos, family reunification and long-term residence carry it by default; residence and work services, together with the 062; the service for a family member of a Spanish citizen, none. Aproba neither pays the fee nor submits the application.
