EX-11 form: national or EU long-term residence, in fourteen boxes
The EX-11 is used to apply for long-term residence (larga duración), national or EU: almost always after five years of legal and continuous residence, and without them in a few specific cases set by law. It has three pages: your details, fourteen situation boxes with their article, and the instructions. It carries the tasa 790-052 of €21.87 and does not renew the card.

The fourteen boxes in section 4
Two headings, «Residencia larga duración» (national long-term residence) and «Residencia larga duración-UE» (EU long-term residence): you tick one and, below it, the box for your case. Both allow you to live and work in Spain indefinitely, like Spanish nationals (LO 4/2000, art. 32.1; RD 1155/2024, arts. 175 and 182).
| Box | Article | What you must prove |
|---|---|---|
| National · Supuesto general (general case) | 183.1 | Five years of legal and continuous residence. |
| National · Pensionista (pensioner) | 183.3.a and b | A Spanish contributory pension for retirement, absolute permanent incapacity or severe disability (gran invalidez). |
| National · Nacido en España (born in Spain) | 183.3.c | Of legal age, with the last three years of legal and continuous residence. |
| National · Español de origen (Spanish by origin) | 183.3.d | Having lost Spanish nationality. |
| National · Extutelado (former ward) | 183.3.e | Five consecutive years under Spanish public guardianship on reaching adulthood. |
| National · Apátrida o refugiado (stateless person or refugee) | 183.3.f | Status recognised in Spain or in another EU state; subsidiary protection also counts. |
| National · Renovación del reagrupado (renewal for a reunited relative) | 68.9 | Being a reunited family member of someone who holds or is obtaining long-term residence. |
| National · Larga duración-UE de otro Estado (EU long-term resident of another state) | 179 | Coming to live here without a visa: before entering or within the following three months. |
| National · Recuperación (recovery) | 188 | Having lost it, for example after twelve consecutive months outside the EU. |
| EU · Supuesto general (general case) | 176.a, b and c | Five years, stable and regular resources, and health insurance. |
| EU · Estancia previa por estudios (previous stay for studies) | 176.a | Counts at 50% if you are already a resident when you apply. |
| EU · Tarjeta azul-UE (EU Blue Card) | 176.a | Five years in the EU, the last two in Spain with a Blue Card. |
| EU · Residente UE de otro Estado que renuncia (EU resident of another state who gives up that status) | 181 | Once it is granted in Spain, they lose the one from the other state. |
| EU · Recuperación (recovery) | 186 | Having lost it through absence or by acquiring it in another state. |
In the former ward box, the form refers to «art. 148.3.e»: that is the numbering of the 2011 regulation (RD 557/2011); in the current one, it is 183.3.e. A notable contribution to Spain's progress (art. 183.3.g) has no box: it is processed ex officio (de oficio) (art. 184.1).
National or EU? What changes
| National long-term residence | EU long-term residence | |
|---|---|---|
| Financial means and insurance | Not in the general case (art. 183.1; sheet 49) | Resources and health insurance (art. 176.b and c) |
| Lost through absence | Twelve consecutive months outside the EU (art. 201.1.c) | That, or six years outside Spain (art. 201.2) |
| Wording on the TIE (foreigner identity card) | The Regulation sets none | «Residente de larga duración-UE» (art. 177.7) |
Resources for the EU status are measured as for family reunification: 150% of the IPREM (the public income reference index) for two people and 50% more per member (arts. 176.b and 67.1; in euros). Continuity survives absences of up to six consecutive months as long as, in total, they do not exceed ten months in five years, or eighteen for work (arts. 176.a and 183.2). Documents and steps: long-term residence.
Inside the form: sections 1 to 4 and the signature page
Section 1 · Datos de la persona extranjera (your details)
Identity, birth (dd/mm/aaaa, that is day/month/year), marital status, parents, address and contact details. The block ends with «Representante legal (menor/tutelado…), en su caso» (legal representative of a minor or ward, if any), reserved for parents or guardians (who goes in each box), and the SÍ/NO about dependent children of school age.
Where it gets stuckTicking SÍ without the school enrolment report: for national residence based on prior residence, the office gives you one month to provide it and, if it does not arrive, refuses the application (art. 184.3.c and 184.4).
Section 2 · Representante a efectos de presentación (representative for filing)
Only if another person files it (note 5). If that is a company, its «Representante legal, en su caso» line is for whoever acts on its behalf: note 4 cites «Administrador Único» (sole director).
Where it gets stuckFiling for someone else without a notarial power of attorney, an apud acta authorisation, an enabling agreement (convenio de habilitación) or registration in the register of collaborators (art. 197.4).
Section 3 · Domicilio a efectos de notificaciones (address for notifications)
Decides who receives the notifications; «CONSIENTO» (I consent) sends them to DEHú, the government's electronic notification inbox (what happens if nobody opens the notification).
Where it gets stuckPutting the firm without an electronic certificate linked to that DNI or NIE (note 6).
Section 4 · Tipo de autorización solicitada (type of authorisation applied for)
One heading and a single box from the table above (note 7).
Where it gets stuckLooking here for the renewal of the long-term residence card: there is none, it is applied for with the EX-17.
Page 2 · Signature and footer
The foreign national signs, as information sheets 49 and 50 require, next to the place and date. At the foot: «DIRIGIDA A… Código DIR3… PROVINCIA» (addressed to… code… province).
Where it gets stuckAddressing it to another province: it must be the province of residence (arts. 177.1 and 184.1) or, for the art. 179 box, the destination province.
Where to file it and which fee it carries
In Spain, at the Oficina de Extranjería (immigration office) of the province where you live or through Mercurio (the online filing platform), with a certificate or electronic DNI (sheets 49 and 50; Mercurio step by step); from abroad, at the consulate (arts. 177.1 and 184.1). In its list of renewals, Mercurio still names the general case with the 2011 article («art 148.1 RD 557/2011»).
Fee: the 790-052 goes under item 2.6, €21.87 for both national and EU residence, and recovery (2.7) costs the same; it is paid within the ten working days after filing or, online, at the time of filing (Orden PJC/617/2025, art. 2 and annex).
After filing it
- Time limit and silence: three months; if nothing is notified, it is taken as granted (silencio administrativo positivo, arts. 177.6 and 184.6). For the art. 179 box it is two months and silence means refusal (art. 179.4). Time limits and silence in immigration cases.
- The card: once the authorisation is granted, you apply for the TIE in person within the month after the notification, with the EX-17 and the tasa 790-012 (arts. 177.7 and 184.7).
For law firms: the EX-11 in Aproba
- Section 1, from the case file. On the official EX-11 (the same PDF as the Ministry's), Aproba writes the passport, NIE, name, birth details, sex, marital status, nationality, parents, address, phone and email, taken from the client's validated record, which the AI can complete by reading their passport or TIE.
- Section 2, if you are filing: the firm's company name, NIF, address and contact details, and the professional who signs. In new case files, «Presento yo» (I am filing) is already ticked if the firm has declared its representative.
- Deliberately left untouched: the «Representante legal (menor/tutelado…)» line, the domicilio a efectos de notificaciones (address for notifications) with its DEHú box, and the fourteen boxes in section 4, which you tick in the PDF itself; place and date also come out as fields to type into.
- Fee and your own PDF: the «Residencia de larga duración» procedure in the catalogue (switched on in «Ajustes», the settings) also includes the 790-052, generated on the official website with the client's details: you choose item 2.6 and type the captcha. If your firm already had its own EX-11 ready, you upload it and it replaces Aproba's in downloads, the client portal and submissions.

Frequently asked questions
What is the difference between long-term and EU long-term residence?
Both give indefinite residence and the right to work in Spain. The EU one is the status under Directive 2003/109/CE: it also requires resources and health insurance (art. 176) and is also lost after six years outside Spain (art. 201.2). The national one allows some cases without five years (art. 183.3).
When do I file the EX-11?
In the two months before the authorisation you hold expires, or up to three months afterwards, at the risk of a fine. If your authorisation is still valid and you already meet the requirements, you do not need to wait for that window (RD 1155/2024, arts. 177.2 and 184.2).
Is the EX-11 used to renew the long-term residence card?
No. The authorisation is indefinite; what expires is the card, which is renewed with the EX-17, not with this form. The only «renovación» on the EX-11 is the one for the reunited family member of someone who holds or is moving to long-term residence (art. 68.9; information sheet 10).
How much does it cost and how long does the decision take?
The form is free. The tasa 790-052 (item 2.6) costs €21.87 and the card afterwards another €21.87 for the tasa 790-012 (item 4.5). The office has three months; if it does not notify you, the application is taken as granted (arts. 177.6 and 184.6).
